C-33 Federal Entitlement Grant Application for IDEA Part B, IDEA PreK for 2006-2007. (Revised)

Issue/Rationale

School District of Clay County/ESE Department is applying for Federal Entitlement Grant, IDEA Part B; and IDEA, Part B, Preschool Entitlement Grant funds; for the 2006-2007 school year.

These funds are used by Clay County School Board to:

1.)    Employ ESE Secretaries, ESE Assistants, ESE PreK Assistants,   ESE Specialists, ESE Teacher Assistants, Nurses, MH Counselors, Student Hearing Officers, Intervention Team Facilitators and related positions.

2.)   Supply classroom materials/equipment and adaptive/technological/assistive equipment/services for individual students.

3.)   Fund inservice activities for ESE and mainstream personnel.

4.)   Fund psycho-educational and speech/language evaluations and independent evaluations.

5.)   Fund procedures and program consultation, training and IEP consultation.

6.)   Fund additional instructional positions not provided by FTE.

7.)   Fund required services for Parentally Placed Private School Students.

These grant funds will enhance and broaden the ESE programs efficiency and scope of service in providing free and appropriate public education to students with a disability.



Recommended Action

The Superintendent recommends the approval of the application for Federal Entitlement Grant, IDEA, Part B; and IDEA Part B, Preschool Entitlement Grant funds; for the 2006-2007 school year as submitted.



Financial Impact
To provide additional funds to a mandated federal and state program.  Compared to the 2005-2006 year, the IDEA PreK has been reduced from $175,221.00 to $171,445.00.  The IDEA Discretionary Supplemental grant ($108,428.00) has been eliminated.  The IDEA Part B has been reduced from $6,703,582.00 to $6,605,331.00 with additional parent service, private school, and capacity building requirements.
